Venezuela Regulatory Approval

Type Approval in Venezuela

CONATEL (Comisión Nacional de Telecomunicaciones) is the regulatory authority for telecommunications in Venezuela. It oversees the country's telecommunication services, including radio, television, internet, and satellite communications.

A CONATEL approval refers to the authorization granted by the National Telecommunications Commission for the operation of telecommunications services, equipment, or infrastructure within Venezuela. This approval is typically required for companies or individuals wishing to offer telecommunication services, import telecommunication equipment, or broadcast content in the country.

In particular, CONATEL's approval is important for:

Telecommunication Service Providers

Companies must receive CONATEL's authorization

to operate services such as mobile phone networks, internet services, and satellite

communications.

Broadcasting

Media companies need CONATEL's approval to operate television or radio

stations. This includes both public and private sector broadcasters.

Equipment Importation

Manufacturers and importers of telecommunications equipment need CONATEL approval to ensure that the products meet regulatory standards.

Compliance with Regulations

CONATEL enforces various telecommunications regulations in Venezuela, which can include technical standards, frequency allocation, content censorship, and data privacy requirements.

For any new telecommunication venture or service in Venezuela, obtaining CONATEL approval is essential for legal compliance.

 

  • ​CONATEL type approval in Venezuela requires acceptable FCC reports.

  • No local certificate holder is required.

  • Lead time is approximately 2 weeks from the time all documents have been collected.

  • CONATEL will publish your product in their monthly gazette which is proof of approval. ​Telecommunications Law, article 143 states that "The inclusion in this list supposes the automatic compliance of the requirement of certification"
    In the same way, The Telecommunications Law establishes in the Article 144 that CONATEL must decide taxes for each homologation approval, however there are not rules yet for this purpose.

  • Certificate is valid indefinitely.

Venezuela CONATEL label requirements:

CONATEL has not established any rule regarding  logo or mark, and to stamp the CONATEL mark on labels is not mandatory.

However is is recommended that the product should have the mark of conformity from a recognized certification entity or system, for example FCC, EC, COFETEL, ANATEL etc..

The Comisión Nacional de Telecomunicaciones (CONATEL) has recently released the National Telecommunication Plan for the period 2023-2025. The plan highlights key initiatives such as the upcoming tender for 5G spectrum in 2024 and the planned phase-out of 2G technology by 2025.
