All products WiFi, Satellite (unless a private network), BT, cellular, PSTN, Lithium Ion batteries, etc. require some kind of approval.This could be a Technical Regulation (TR) Custom Union LVE, EMC, MD, etc. or Telecom Certificate, Telecom Declaration.
Many telecom approvals are voluntary but it is highly recommended that you apply for these anyway. If equipment is not approved, it means:

Telecom providers cannot get telecom license for commercial activity
End users cannot get technical support if they use non-approved equipment
Every distributor and retail sales office prefers to sale telecom equipment or goods approved by FAC.

Technical Regulation (TRs) are obligatory.

Foreign certificates and test reports cannot be accepted in Russian telecom system legally. No harmonized telecom standards exist in Russia. When we ask for your test reports it means that our engineers and experts from our certification body or officials from telecom agency study your test reports and if the test report includes completed technical information, our relevant accredited laboratory can reissue test report without retesting in Russian language and only Russian test report from accredited lab can be the basis for following certification and declaration procedure in telecom system.

In addition to the type approval or FAC issued by Russia your product may also require a Custom Union Declaration or Certificate. CSIA can assist with that certification process as well.

Labeling Guidelines for Electrical Products in EAEU Countries

Technical regulations within the Eurasian Economic Union (EAEU) outline the essential information that must be displayed on products, operational documents, and packaging.

This information should be provided in either Russian or the official language of the EAEU member state where the product is manufactured and sold.

Operational documents need to encompass the subsequent information:

Equipment's name and/or identification (type, trademark, model)
Primary parameters and characteristics
Manufacturer's name and/or trademark
Country of origin
Intended use of the equipment
Guidelines for safe operation, installation, storage, transportation, sale, and disposal
Measures to undertake in case of equipment malfunction
Manufacturer's (or importer's) name and location, importer details, communication information
Manufacturing date and/or details about determining the year of manufacture
EAC mark

Operational documents can exist in printed form, accompanied by electronic storage. For non-household equipment, electronic operational documents might accompany the physical ones.

Frequencies allowed in Russia

According to the Russian legislation, the legal GSM 900 frequency ranges include 880–915/925-960; 1710-1785/1805-1880 MHz’s.

Regulatory Updates For Russia

January 2023

After several discussions where the 6 GHz band was mainly considered for the deployment of 5G networks in Russia, the State Commission for Radio Frequencies (SCRF) of the Ministry of Digital Development Communications and Mass Media of the Russian Federation (Minsvyaz) announced in their last meeting minutes that the 5925-6425 MHz is now allowed for wireless data networks and devices with transfer data function.

August 2021

The Government of the Russian Federation issued Resolution 955 that amends Resolution “On market access certification mark” on June 21, 2021. The Resolution 955 approves image and description of the CTP Option 1, 2, 3 and 4 market access certification mark.
This CTP mark now should be used for products that successfully pass the mandatory national conformity assessment procedure according to the “Technical Regulation” Federal Law. The national conformity assessment procedure is applicable only when the product is out of EAEU technical regulations requirements.

Before the validity of the Resolution, the CTP mark should be applied only when the product was in the scope of the national technical regulations.

August 2021

The State Commission on Radio Frequencies (SCRF) of the Ministry of Digital Development Communications and Mass Media of the Russian Federation (Minsvyaz) has announced the possibility of allocating the 301.125-305.825 MHz, 307-308 MHz, 337.125-341.825 MHz, 343-344 MHz and the 390-394 MHz radio frequency bands to Narrowband Internet of Things (NB-IoT).

Change in GOST R Approval Marking
As per Decision No 955 from the Ministry of Economic Development of Russian Federation, from the 21st of June 2021 the labelling mark for devices subject to GOST R Approval has now been replaced by the Circulation Mark.

April 2021

The agency responsible for approving batteries in Russia has issued an updated method for battery approval in Russia.
The issuing of GOST- R Declaration of Conformity for lithium cells and batteries is to be carried out in accordance with paragraph 3 of the Decree of the Government of the Russian Federation dated December 1, 2009 No. 982 "On approval of a common list of products conformity of which is carried out in the form of a declaration of conformity. "

Samples and testing is no longer the only method for GOST-R DoC (batteries).
Previously samples of the batteries were required as well as testing in Russia. With the new regulations testing can now be avoided with the proper, accredited test reports.

The declaration of conformity will be issued by accepting a quality management system certificate solely.

Validity: 3 years.
Set of required documents: CB/CE certificates & test reports, ISO 9001 certificate for factories, Product specification, Manual.
