The Dominican Republic's telecommunications regulator Indotel has approved new rules defining what can be termed "broadband" by operators, hiking the minimum download speed for a fixed internet plan from 4 Mbps to 30 Mbps and the upload speed from 1 Mbps to 10 Mbps.
