Regulatory Approval

MoC certification

Israel's Ministry of Communications (MoC) certification refers to the regulatory approval required for certain communication and electronic products to be legally sold and used in Israel. This certification ensures that products comply with the country's technical standards, safety regulations, and electromagnetic compatibility (EMC) requirements.

The MoC certification is typically necessary for products such as:

  • Mobile phones and other communication devices.

  • Wi-Fi routers and networking equipment.

  • Radio equipment that emits or receives wireless signals.

To obtain the MoC certification, manufacturers or importers must submit their products for testing by accredited laboratories to ensure they meet Israel's technical specifications. Once certified, the product can legally be marketed and sold within Israel.

 

  • Israel MoC type approval requires acceptable CE test reports less than 4 years old required.

  • Local representative required.

  • Lead time is 8-9 weeks from the time all documents have been collected.

  • Certificate is valid for 2 years. After year one the local representative must renew the commercial license.

The SII Safety Mark

The SII Safety Mark is a voluntary mark given to products that meet the safety requirements of the Standards Institution of Israel (SII). The SII is Israel's leading certifying body and the only organization that develops standards for the country. 

How does the SII Safety Mark work?

What does the SII Safety Mark indicate? 

  • The SII licenses manufacturers to use the Safety Mark on their products.

  • The SII inspects factories to ensure products meet requirements. 

  • The SII reviews test reports and quality assessment reports. 

  • The SII grants or cancels licenses to use the Safety Mark. 

  • The product meets the safety requirements of the applicable standards.

  • The product is manufactured in a plant with an approved quality assurance system.

What products are required to have the SII Safety Mark?

  • Israel SII Safety Mark requires acceptable CB test reports. UL can help with certification.

  • 1 sample required for in country testing, including all cables, adapters, software, etc. to put the equipment into test modes.

  • Local representative required.

  • Lead time is approximately 6-8 weeks from the time all documents and samples have been collected.

  • Certificate is valid for 1 year.

  • Israeli law requires that certain classes of products be certified before they are sold.

  • Electrical products must undergo mandatory safety testing.

Manufacturer
Country of Origin
Year of Production.

Wireless products (APs, routers, wireless modules, etc) must be labelled with Type Approval Number & unique conditions for relevant product.

The above information must be in Hebrew and must be placed on the product or the outer box. 
For approved modules, the marking can be affixed to the host product.

Israel SII Safety Mark label requirements:

​Language: Hebrew
Markings Required: Product designation and type, model name, Importer name and address, manufacturer name, Country of Origin and year of manufacturer
Location: On the product packaging or on the product itself.

Frequencies allowed in Israel

2.4 GHz frequency band is allowed in Israel.

​In the frequency range of 5GHz only 5150-5350MHz is allowed.

Regulatory Updates For Israel

August 2022

The Ministry of Communications (MoC) in Israel plans to allocate additional radiofrequency ranges for technology products imported into the country and used both for private and commercial purposes. Devices using Wi-Fi 6E technology are also included in the RF spectrum. The EU documents (EU DoC, EU Test Reports) are now acceptable for type approval in Israel. This is expected to facilitate import procedures. Detailed information on the adopted changes will be summarized and provided by the Ministry of Communications.

 

August 2018

Israel's Ministry of Commerce, MOC, announced the decision to shorten the length of validity of MOC Type Approval Certificates from five years to two years. This change is currently being enforced, however Type Approval Certificates with 1 year validity remain unchanged.
