Regulatory Approval

Type Approval in China

China has 3 main regulatory approval schemes.

SRRC

​SRRC approval, or State Radio Regulation Committee approval, is a certification required in China for wireless communication devices. This approval ensures that devices comply with national standards for radio frequency emissions and do not interfere with existing communication systems.

The process involves testing the device for electromagnetic compatibility (EMC) and ensuring it meets specific

technical requirements. Obtaining SRRC approval is essential for manufacturers looking to market their wireless

products in China, as it demonstrates compliance with local regulations and helps facilitate smoother entry into

the Chinese market.

  • Typically any product that utilizes a radio module would require this approval although there are some

  • exceptions based on technology, power output, frequency, etc. 

  • Technologies including WIFI, Bluetooth, Cellular and Satellite would fall under SRRC purview.

  • In country testing is required although it is very similar to CE Mark testing. Typically 3-6 samples are required for SRRC testing.

  • Lead time for SRRC is typically 6 - 8 weeks once testing has been passed and CSIA submits all required documents.

  • SRRC certificates are valid for 5 years.

  • ​If the product requires CCC and/or MII, SRRC approval must be completed first.

CCC

CCC approval, or China Compulsory Certification, is a mandatory certification system in China that applies to a wide range of products to ensure they meet national safety and quality standards. The CCC mark indicates that a product has been tested and complies with relevant Chinese regulations.

The certification process involves testing for safety, quality, and environmental standards, depending on the product category. It applies to various products, including electrical appliances, automotive components, and construction materials. Obtaining CCC approval is essential for manufacturers wishing to sell their products in China, as it is often required for importation and distribution.

 

  • In order for the certificate to be issued in the applicant's name, CB report must issued in applicant's name. If CB report is not in applicant's name, additional safety testing must be completed, CSIA can provide quote.

  • CQC factory inspection may be required (travel expenses, inspection fees to be incurred by the manufacturer) for CCC certificate .

  • Lead time for factory inspection can be 3-4 months if factory location is not in China. The Chinese auditor must apply for a Visa if traveling outside of China. If the factory is in China, timeframe will be much more reasonable. 

  • CCC requires 5-10 samples for in country testing, including all cables, adapters, software, etc. to put the equipment into test modes.

  • User Manual must be in Chinese.

  • Chinese Rating Label will be required on the label. Imprint of CCC Mark on Label, must be approved by CCC. Application fee applies.

  • CCC lead time is approximately 4-6 weeks from the time all documents and samples have been collected including factory inspection.

MII

MII approval, or Ministry of Information Industry approval, is a certification required for telecommunications equipment in China. It ensures that devices comply with national standards for telecommunications, including safety, electromagnetic compatibility (EMC), and functionality.

The MII was the government authority responsible for this approval process, but it has since been

absorbed into the Ministry of Industry and Information Technology (MIIT). Products that typically

require MII approval include mobile phones, networking equipment, and other devices that utilize

telecommunications technology.

Obtaining MII approval is essential for manufacturers looking to sell or distribute telecommunications

products in China, as it demonstrates compliance with local regulations and standards.          

 

  • MII requires Local Representative to hold the MII License. CSIA can provide this service if the manufacture does not have a China approved Local Representative.

  • MII requires 5-10 samples for in country testing, including all cables, adapters, software, etc. to put the equipment into test modes.

  • MII additional document requirements: OEM Factory Information, Aftersales Commitment, OEM Contract, Test & Manufacturing Equipment List, Introductory Letter of Applicant.

  • MII lead time is approximately 8-12 weeks from the time all documents and samples have been collected.

  • Certificate is valid for 1 years.​

The SRRC label:

The SRRC label is a mandatory mark that shows a product complies with Chinese radio transmission standards. The label is affixed to the product or its manual and includes a CMIIT ID, which is a product code issued by the State Radio Monitoring and Testing Center (SRTC).

China Compulsory Certification (CCC)

The China Compulsory Certification (CCC) mark is a mandatory safety and quality mark for products sold in or imported to China. It's also known as the 3C Certification or CCC Mark.

The MII label

The MII label, or Network Access License (NAL) label, is a certification mark issued by the Ministry of Industry and Information Technology (MIIT) of China for telecommunications equipment that connects to the public telecommunications network.

The China Compulsory Certification (CCC) mark is a mandatory safety and quality mark for products sold in or imported to China. It's also known as the 3C Certification or CCC Mark.

The MII label

The MII label, or Network Access License (NAL) label, is a certification mark issued by the Ministry of Industry and Information Technology (MIIT) of China for telecommunications equipment that connects to the public telecommunications network.

China accepted frequencies

The 900 MHz band in China allows RFID equipment to operate in the 920–925 MHz range. These new regulations, issued by the Ministry of Industry and Information Technology (MIIT) on April 29, 2024, will come into effect on November 1, 2024

5 GHz frequencies in the following ranges: 
5150–5350 MHz: This band is for indoor radio communications

systems, including wireless LAN, but devices installed in vehicles

are not restricted. 
5725–5850 MHz: This band is for radio communications systems,

including wireless LAN, point-to-point transmission, and electronic

toll collections (ETC). 
5.925–7.125 GHz: This band is allowed for Wi-Fi operations

 

Keep in mind that these are just some of the allowed frequencies 

in China and that they are constantly being updated. Manufacturers

should contact CSIA for the latest updated frequency charts for China.

2.4 GHz band is allowed on channels 1–13. The 2.4 GHz band is also used for a variety of applications, including: Bluetooth transceivers, Wireless local area network (LAN), Point-to-point transmission, and Radio communications systems.

Regulatory Updates For China

May 2024


Explosion-proof luminaires and their control devices will soon be included in the scope of China's mandatory product certification (CCC certification), effective May 1, 2025.

April 2024


​The State Administration for Market Regulation (SAMR) of China has announced the implementation of compulsory product certification management (referred to as CCC certification) for commercial gas burning appliances and other products. This move aims to strengthen the supervision of product quality and safety in the country.

Products requiring CCC certification include:

  • Commercial gas appliances

  • Flame retardant wires and cables

  • Electronic toilets

  • Helmets for electric bicycles

  • Combustible gas detection alarms

  • Waterborne interior wall coating

  • Explosion-proof lamps and controllers

Changes to Low-Voltage Component CCC Certification:

  • Starting from November 1, 2024: Low-voltage components will require CCC certification.

  • Existing valid CCC self-declarations will be converted to CCC certification certificates by the designated certification body.


January 2024


The new regulation on China National Compulsory Product Certification (CCC) certificates and labelling, published by the Certification and Accreditation Administration of the People's Republic of China (CNCA) last August, is finally entering into force.

December 2023


The regulation on a new template for SRRC certificates and new rules for the codes used on them, published by the Ministry of Industry and Information Technology (MIIT) last August, is finally entering into force.

November 2023


The Ministry of Industry and Information Technology (MIIT) has published an announcement establishing the technical requirements and methods for testing the capability of WLAN devices to support IPv6.

July 2023


The Ministry of Industry and Information Technology (MIIT) has published a new version of the regulations governing the allocation on the radio frequency spectrum.

September 2022


​The Government of China announced on September 23, 2022 that they will be deepening the reform of the management system of the electronic and electrical industry by improving the compulsory certification system for electronic and electrical products. The reform includes the following goals:

Adjusting the list of compulsory product certification.
Adding power adapters or chargers with high safety risks to the mandatory certification list.
Removing products with low safety risks (such as data terminals/multimedia terminals) from mandatory certification requirements.
Reducing lead time for Radio Equipment Type Approval to 15 business days.
Extending Certificate Validity for Radio Transmitting Equipment Type Approval to 2+ years.
Improving and optimizing CMIIT ID Coding Rules.
Conducting a pilot program allowing select groups of Telecom/Radio/IT Equipment manufacturers to perform self-inspection and self-certification projects, enabling them to use their own testing reports instead of 3rd party reports.

The new standard adopts provisions of the international standard CISPR 32:2015 “Electromagnetic compatibility of multimedia equipment - Emission requirements”.
