Why FCC authorization matters

 

Almost any electronic product that uses or emits radio-frequency energy must meet U.S. Federal Communications Commission (FCC) rules before it can be marketed or sold in the United States. That covers far more than radios — everything from Wi-Fi and Bluetooth modules to digital devices like computers and their peripherals. FCC authorization confirms that a product's radio-frequency emissions stay within limits designed to prevent harmful interference with other devices and networks.

 

The two authorization paths

 

The FCC uses two equipment-authorization procedures, and which one applies depends on the product:

 

  • Certification — the more rigorous path, required for products with a higher risk of causing interference, such as intentional radiators (transmitters like Wi-Fi, Bluetooth, and cellular modules). Certification must be reviewed and granted by an FCC-recognized Telecommunication Certification Body (TCB). The product receives an FCC ID and is listed in the FCC's public equipment-authorization database.

  • Supplier's Declaration of Conformity (SDoC) — a streamlined path for lower-risk products, such as most digital devices and unintentional radiators (computers, peripherals, and many consumer electronics). The responsible party — usually the manufacturer or importer — has the product tested at an accredited lab and declares conformity itself, keeping the supporting documentation on file. No TCB review or FCC ID is required.

 

(SDoC replaced the FCC's older "Verification" and "Declaration of Conformity" procedures in 2017, so any guidance still describing three separate processes is out of date.)

 

What's tested

 

Most products fall under the FCC's rules for radio-frequency devices (47 CFR Part 15), which cover both everyday digital electronics and low-power transmitters. Other product types fall under different rules — for example, licensed wireless equipment, telephone terminal equipment, or industrial, scientific, and medical (ISM) equipment under Part 18. Identifying which rules and limits apply to your product is the first step, and getting it right up front avoids costly re-testing later.
